Signal is governed by our members and volunteer leaders who are committed to empowering individuals to own their financial journey.
Board of Directors
Members of the Board are responsible for setting policies, approving budgets, and helping to direct strategic planning. They evaluate operations and maintain financial performance standards for the credit union. They are also responsible for appointing Signal’s President/CEO, who reports directly to the Board.
Andrew (Andy) Mekelburg, Board Chair
Andy has been a Signal member for 47 years. He joined the volunteer family in 1982 as a member of the Supervisory Committee and rose to Chairman of the Committee. He was elected to the Board in 1985 and first elected Chairman of the Board in 1987. Previously, Andy served as Vice Chairman, and Chairman of the following Board Committees: Member Service, Human Resources, Information Technology and Security, and Financial Performance.
Jonathan (Jon) Morrison, Vice Chair
Jon has been a Signal member for 23 years. He joined the volunteer family in 2005 as a member of the Supervisory Committee and was appointed to the Board in 2010. Jon has served as the Vice Chair since 2021. Previously, he served as Treasurer, Secretary, and Chair of the following Board Committees: ALCO, Information Technology and Security, Member Services, and Volunteer, as well as Chair of the Supervisory Committee. Jon also serves as a member of the Executive and Human Resources Committees.
Mary McCormick, Treasurer
Mary has been a Signal member for over 35 years, a volunteer for the past 33 years, and a Board member for the past 31 years. Mary currently serves as the Board Treasurer and has served in the past as Vice Chair, Secretary, and Chair of the following Board Committees: Supervisory, ALCO, Human Resources, Member Service, Volunteer, Business Loan, and Nominating. She has attended numerous seminars sponsored by the Credit Union Executive Society, the Credit Union National Association, The World Council of Credit Unions, and the National Association of Federal Credit Unions.
Deborah (Debbie) Cullen, Secretary
Debbie has served as a volunteer and Board member since 1988. She currently serves as the Board Secretary. Previously, she served as Board Chair and Treasurer. Debbie is currently a member of the Human Resources, Executive, and Business Services Committees, and has been the Chair of the Member Service, ALCO, Volunteer, and Nominating Board Committees.
Mark Fieni, Director
Mark has been a Signal member for over 35 years and a volunteer for 16 years. He is currently the Chair of the Information Technology and Security Committee, and has served as Chair of the Volunteer, Supervisory, ALCO, and Nominating Board Committees.
Tammy Jeffers, Director
Tammy has been a Signal member for over 16 years and volunteer for over nine years. She was recently appointed to the Board after serving four years as Chair of the Supervisory Committee. In that position, she worked closely with external auditors and internal managers to ensure that the appropriate internal controls, processes, and procedures were systematically reviewed. She is currently the Chair of the Human Resources Committee.
Frank Qualls, Director
Frank has been a Signal member for over 32 years and joined as a volunteer in 2019, where he served on the Supervisory Committee. Frank was appointed to the Board due to his extensive involvement in the Supervisory, Business Loan, and ALCO Board Committees. He is currently the Chair of the Business Loan Committee.
Maggie “Eileen” Booker, Director Emeritus
Eileen has been a volunteer since 1985 when she joined the Supervisory Committee before joining the Board after three years. She is an active member of all the Board Committees, and has served as Chair of the Member Service, Volunteer, Supervisory, and Nominating Board Committees.
