Jonathan “Jon” Morrison
Jonathan has been a member of Signal Financial Federal Credit Union for more than 23 years and has dedicated over two decades of volunteer leadership to serving the credit union and its members. Elected Chairman of the Board in 2026, Jon brings extensive governance experience, deep institutional knowledge, and a long-standing commitment to Signal’s mission and future success.
Jon began his volunteer service in 2005 as a member of the Supervisory Committee and was appointed to the Board of Directors in 2010. Throughout his tenure, he has held numerous leadership positions, including Vice Chairman, Treasurer, Corporate Secretary, and Chair of the Member Services, Information Technology & Security, Volunteer, and Supervisory (Audit) Committees. He has also served on several key committees that help shape Signal’s strategic direction and operational oversight.
As Chairman, Jon is committed to building upon Signal’s strong foundation while helping guide the credit union through its next chapter of growth and innovation. He is passionate about ensuring Signal remains a trusted financial partner for its members by embracing thoughtful modernization, maintaining strong governance, and delivering member-focused solutions that meet evolving financial needs. Jon remains dedicated to preserving the values that have defined Signal for generations while positioning the credit union for continued success in the years ahead.

Laura Groat
Laura has been a member of Signal Financial Federal Credit Union for several years and has dedicated her volunteer leadership to supporting the credit union’s mission and long-term success. Elected Vice Chair of the Board in 2026, Laura brings extensive experience in operations, organizational leadership, strategic planning, and governance, along with a strong commitment to serving Signal’s members and communities.
Laura began her volunteer service with Signal on the Supervisory Committee and later served as Chair of the Committee from 2022 through 2023 before being appointed to the Board of Directors. Throughout her tenure, she has held leadership roles that have strengthened member engagement, governance, and organizational oversight, including service as Chair of the Member Services Committee. She has played an active role in supporting key strategic initiatives and helping ensure the credit union operates in a safe, ethical, and member-focused manner.
In her professional career, Laura has built a reputation for operational excellence, leadership development, and organizational growth. She holds graduate degrees in leadership and organizational management and brings a thoughtful, strategic approach to guiding complex organizations. As Vice Chair, Laura is committed to helping Signal build upon its strong foundation while continuing to evolve to meet the changing needs of its members. Mary McCormick
Mary has been a Signal member for more than 35 years and has provided over three decades of dedicated volunteer service to the credit union. She currently serves as Board Treasurer and has held numerous leadership roles throughout her tenure, including Vice Chair, Secretary, and Chair of several Board and committee functions.
Over the years, Mary has contributed her expertise across the Supervisory, ALCO, Human Resources, Member Service, Volunteer, Business Loan, and Nominating Committees. She has also participated in extensive volunteer education through organizations such as the Credit Union Executive Society, Credit Union National Association (CUNA), World Council of Credit Unions, and National Association of Federal Credit Unions (NAFCU), demonstrating her continued commitment to strong governance and member-focused leadership.

Frank has been a Signal member for more than 32 years and began his volunteer service with the credit union in 2019 as a member of the Supervisory Committee. In recognition of his leadership and dedication to Signal’s mission, he was appointed to the Board of Directors, where he has contributed his expertise through service on the Supervisory, Business Loan, and Asset Liability Management (ALCO) Committees.
Frank currently serves as Chair of the Business Loan Committee, helping to support responsible growth and sound lending practices. His commitment to strong governance and member-focused decision-making continues to contribute to Signal’s long-term success and strategic direction.

Mark has been a Signal member for more than 35 years and has dedicated 16 years of volunteer service to the credit union. Throughout his tenure, he has provided leadership and oversight in a variety of governance roles, contributing to the continued strength and success of the organization.
Mark currently serves as Chair of the Information Technology and Security Committee and has previously served as Chair of the Volunteer, Supervisory, Asset Liability Management (ALCO), and Nominating Committees. His extensive experience, institutional knowledge, and commitment to sound governance help support Signal’s strategic priorities and ensure the credit union remains focused on serving the best interests of its members.

Tammy Jeffers
Tammy has been a Signal member for more than 16 years and has dedicated over nine years of volunteer service to the credit union. Her commitment to strong governance and operational excellence led to her appointment to the Board of Directors after serving four years as Chair of the Supervisory Committee.
In that role, Tammy worked closely with external auditors and internal management to help ensure that internal controls, processes, and procedures were regularly reviewed and maintained. She currently serves as Chair of the Human Resources Committee, where she helps support initiatives that strengthen leadership, culture, and organizational effectiveness across the credit union.

Tina Bellani
Tina has served on the Signal Financial Federal Credit Union Supervisory Committee for a little over a year. A seasoned risk, security, and compliance executive with more than 20 years of experience, Tina has led enterprise-wide initiatives focused on governance, regulatory compliance, audit readiness, cybersecurity, and risk management across the financial services, technology, healthcare, and government sectors. She is the Founder and CEO of Ingenix Solutions, LLC, a women-owned consulting firm specializing in compliance, audit readiness, and risk management.
Prior to launching her firm, Tina held leadership positions with IBM, Conduent, Deloitte, and FIS, where she guided complex compliance and security programs, advised executive leadership, and helped organizations strengthen operational resilience. Tina holds a Bachelor of Business Administration with majors in Management Information Systems and Finance from the University of Wisconsin-Milwaukee and maintains professional certifications including Certified Information Privacy Professional (CIPP/G) and Certified in Risk and Information Systems Controls (CRISC). She brings deep expertise in governance, oversight, and risk management to the Supervisory Committee.

A seasoned digital strategist, communications professional, and consultant, Yolanda brings extensive experience in marketing, content strategy, organizational development, and member engagement.
She is the founder of Dot Connector LLC and has built a career helping organizations communicate effectively and achieve strategic goals. Yolanda is a graduate of Syracuse University and is passionate about community service, leadership development, and advancing financial empowerment.

Greg Billing
Greg has served on the Signal Financial Federal Credit Union Supervisory Committee for the past year and ten months. He is a respected transportation and community engagement leader with extensive experience in strategic planning, public policy, advocacy, and organizational leadership. Greg currently serves as Bikeways Branch Manager for the District Department of Transportation (DDOT), where he leads transportation planning and infrastructure initiatives that enhance mobility and safety throughout the region.
Prior to joining DDOT, he served as Executive Director of the Washington Area Bicyclist Association (WABA), guiding the organization’s growth, strategic direction, and community impact. A graduate of Cornell University, Greg brings a collaborative leadership style, strong governance experience, and a deep commitment to serving communities.

Brian Brown
Brian has served on the Signal Financial Federal Credit Union Supervisory Committee for the past year. A seasoned executive with more than 20 years of experience in construction, telecommunications, real estate development, and international business, Brian currently serves as CEO of NextGen Development and President of NextGen Construction. Throughout his career, he has led organizations through periods of growth and transformation while building strategic partnerships across domestic and international markets.
Fluent in both English and Spanish, Brian brings expertise in business development, strategic planning, financial oversight, and operational leadership. His entrepreneurial background and global perspective provide valuable insight to the Supervisory Committee as it supports strong governance, accountability, and service to Signal’s members.

Rochelle joined the Signal Financial Federal Credit Union Supervisory Committee in 2026. An Accredited Financial Counselor® (AFC®), Rochelle is the founder of Second Stage Finance, where she helps individuals build financial confidence through practical financial education and coaching. She also serves as Associate Director of Partner Solutions at Sunflower Services PBC, providing operational and strategic support to nonprofit organizations and philanthropic initiatives.
With a background in global program management, leadership development, and community engagement, Rochelle brings a passion for financial empowerment and a collaborative, people-centered approach to service. She holds degrees from Syracuse University and Slippery Rock University and is committed to helping individuals and communities achieve long-term financial well-being.

Dan Cesnalis
Dan joined the Signal Financial Federal Credit Union Supervisory Committee in 2026. He is an accomplished finance professional with expertise in financial planning, analysis, budgeting, and organizational strategy. Daniel currently serves as Director of Financial Planning and Analysis at Asbury Communities, where he leads financial forecasting, performance analysis, and strategic financial initiatives. Prior to Asbury, he held financial leadership roles with National Spine & Pain Centers and the National Academies of Sciences, Engineering, and Medicine.
Daniel holds an MBA in Finance from the University of Pittsburgh’s Joseph M. Katz Graduate School of Business and a bachelor’s degree in Political Science from the University of Pittsburgh. He brings strong financial expertise, analytical insight, and a commitment to sound governance and member-focused decision-making.

Ken serves as President and Chief Executive Officer of Signal Financial Federal Credit Union. With more than 30 years of experience in the financial services industry, Ken brings a proven track record of leadership, strategic growth, and a deep commitment to delivering exceptional member experiences. Prior to joining Signal in 2025, he served as CEO of Democracy Federal Credit Union and held executive leadership roles with NIH Federal Credit Union, UNIFY Financial Credit Union, and American Spirit Federal Credit Union.
As CEO, Ken is focused on driving organizational growth, strengthening community partnerships, and enhancing the financial well-being of Signal’s members. Known for his member-first leadership philosophy and passion for innovation, he is dedicated to building a strong future for the credit union while maintaining the high level of service and trust that members expect. Ken holds a Bachelor of Science in Finance from PennWest California and serves as a Board Member of the Credit Union Mortgage Association.

Alec Patrick
Alec serves as Chief Operating Officer of Signal Financial Federal Credit Union, where he oversees consumer and commercial lending, marketing, branch operations, technology, and organizational performance. As a member of the executive leadership team, Alec is responsible for driving operational excellence, enhancing the member experience, and advancing innovation across the credit union.
With more than 15 years of experience in financial services and information technology, Alec has built a reputation for leading complex transformation initiatives that strengthen operational efficiency, security, and digital capabilities. Prior to becoming Chief Operating Officer, he served as Signal’s Vice President of IT and eServices, where he played a key role in advancing the credit union’s digital banking strategy and technology infrastructure.
Alec is passionate about leveraging technology to create seamless, secure, and member-focused experiences while supporting Signal’s long-term strategic growth. He holds a Master of Business Administration from Penn State University and a Bachelor of Science in Information Systems from the University of Phoenix.

Prior to joining Signal, he held senior finance leadership roles with the National Community Reinvestment Coalition (NCRC), DreamSpring, NextMark Federal Credit Union, and FedChoice Federal Credit Union, and also served in financial services audit leadership positions with RSM and CliftonLarsonAllen.
A Certified Public Accountant (CPA), Brian is passionate about helping organizations achieve sustainable growth while maintaining strong financial stewardship. He holds a Master of Business Administration from the University of Baltimore and a Bachelor of Science in Accounting from Towson University. Luke serves as Senior Vice President of Commercial Services at Signal Financial Federal Credit Union, where he leads the credit union’s commercial lending and business services. With nearly two decades of experience in commercial banking, operations, credit, and relationship management, Luke has built a reputation for delivering transformative results through strategic leadership and operational excellence. Throughout his career, he has successfully led organizational growth initiatives, implemented process improvements, strengthened risk management practices, and developed high-performing teams focused on achieving measurable outcomes.
Luke is known for his data-driven approach, collaborative leadership style, and ability to align strategy with execution. Passionate about helping organizations grow sustainably while remaining mission-focused, he is committed to enhancing services for businesses, strengthening community impact, and supporting Signal’s long-term success. Nico Stein
Nico serves as Senior Vice President of Information Technology and Operations at Signal Financial Federal Credit Union, where he leads the credit union’s technology strategy, cybersecurity, infrastructure, and operational initiatives. As a member of the executive leadership team, Nico is responsible for aligning technology and operational capabilities with organizational goals while ensuring secure, reliable, and innovative experiences for members and employees.
With more than 25 years of experience in information technology and operations leadership, Nico has built a reputation for driving digital transformation, strengthening cybersecurity programs, and improving organizational resilience. Prior to his current role, he held several technology leadership positions at Signal and previously worked with organizations including IBM and The Catholic University of America. His expertise spans IT strategy, risk management, infrastructure modernization, cybersecurity governance, and business continuity.
Known for his collaborative leadership style and commitment to innovation, Nico works closely with executive leadership and the Board of Directors to support Signal’s long-term growth and technology vision. He is passionate about leveraging emerging technologies to enhance operational efficiency, protect member data, and deliver exceptional service. Jessica Walters
Jessica serves as Vice President and Controller at Signal Financial Federal Credit Union, where she leads the credit union’s accounting operations, financial reporting, and internal financial processes. In her role, Jessica is responsible for ensuring financial accuracy, operational efficiency, and strong fiscal stewardship, helping support Signal’s continued growth and commitment to its members.
With more than a decade of experience in financial management, accounting, auditing, and process improvement, Jessica brings a diverse background in both public accounting and financial services. Prior to joining Signal, she held positions with Kearney & Company and KPMG, where she developed extensive expertise in risk management, revenue recognition, accounts payable and receivable, financial controls, and organizational process improvements.

With more than 15 years of experience in the financial services industry across a variety of leadership, business development, member engagement, and marketing roles, she is responsible for strengthening the Signal brand, deepening member relationships, and driving initiatives that support growth, loyalty, and community impact.
Throughout her career, Adriana has combined strategic marketing, community engagement, business development, and financial education to create innovative programs that connect organizational goals with meaningful member experiences. She has successfully cultivated partnerships with businesses, nonprofit organizations, educational institutions, and community stakeholders to increase awareness, expand engagement, and deliver lasting value for the communities she serves.

With more than 20 years of experience in financial services and over 25 years of leadership experience, Kevin has built a reputation for developing high-performing teams, optimizing frontline operations, and driving sustainable growth. Prior to joining Signal, he held leadership positions with Apple Federal Credit Union, Northwest Federal Credit Union, Capital One Bank, and other financial institutions, where he successfully led sales, service, and member engagement initiatives.
